It’s almost time again. The next Australian Census of Population and Housing will take place on Tuesday, 11 August 2026, and planning is already underway across the country.

For many strata, body corporate and owners corporation communities, Census time can involve a little extra preparation, particularly in buildings with controlled or restricted access. To support this planning, the Australian Bureau of Statistics (ABS)  has begun contacting strata, owners corporation or body corporate managers and building managers about Secure Apartment Buildings (SABs).

Understanding what this means and what information is being requested can help committees and owners feel more informed and confident about the process:

What is a Secure Apartment Building (SAB)?

The ABS considers a building to be a Secure Apartment Building if it:
  • Contains more than 20 private dwellings.
  • Is not accessible to the general public.

This may include buildings with features such as:
  • Security doors or gates.
  • Restricted access to certain floors.
  • Entry systems that require a swipe card, fob, code or access pass.

These access controls can make it harder for Census field staff to reach households that have not completed their Census form after Census night.

Why the ABS is contacting strata and building managers

Every five years, the Census aims to count every person and household in Australia. Census data plays an important role in understanding population changes and helps inform planning for services and infrastructure at national, state and local levels.

To support this process, the ABS may request assistance from strata,owners corporation or body corporate and building managers to help plan access to Secure Apartment Buildings. This helps Census field staff follow up with residents who may not have completed their Census form.

    • Name.
    • Work phone number.
    • Work email address.
  • Building name and address.
  • High‑level identification of dwelling types within the building, such as:

The Census is conducted under the Census and Statistics Act 1905, and the ABS is subject to strict privacy and confidentiality requirements. The ABS has completed multiple Privacy Impact Assessments for the 2026 Census, which outline how information is collected, stored and used as part of Census operations. These assessments cover interactions with third parties, including building access planning. Any information provided is used to support Census operations and handled in line with Australian privacy legislation.
